Prior to the event at The Shops at CenterPoint, participants in the car meetup had already caused disruption by blocking traffic on westbound I-196 over the Grand River, where they were seen performing similar dangerous stunts. The proposed measure would permit police officers to issue civil infractions to those attending car meetups and may include provisions for impounding vehicles involved in illegal activities. This strategy reflects similar efforts undertaken by Kalamazoo city commissioners to control nuisance gatherings known as X-train parties.
Furthermore, Chief Winstrom has pointed out the emergence of fireworks and dangerous arson activities at some car meetups, emphasizing the additional risks these elements introduce to public safety.
