Grand Rapids Planners Review Major Development Projects with Focus on Housing and Urban Revitalization

Grand Rapids-area planners reviewed several significant development projects in August, aiming to address local housing shortages and foster urban revitalization. Among the projects discussed were large industrial facilities, an expansion of a controversial rescue mission, new drive-thru restaurants, and various housing developments. City commissioners will continue discussions regarding the Gaslight Village development during their meeting on September 2.

The Gaslight Village plan has undergone notable adjustments, including the removal of Building E, an increase in square footage for Building C, and the addition of a social hub space intended to house a micro business incubator. Modifications to the vehicle pathway were also made based on feedback from traffic engineers. However, questions persist about how the development aligns with the community’s “character,” currently defined within the city’s approval process standards of C and D.

City Manager Shea Charles emphasized that character encompasses a mix of land use, the nature of surrounding properties, and the positioning of buildings. City Commissioner Brad Hunter has raised concerns regarding the vague language in the current character definition, which he believes allows for excessive interpretation, arguing that the proposed scope and scale of the Gaslight Village project does not reflect the long-term character of East Grand Rapids. Residents have voiced a lack of trust in the city’s definitions and decisions regarding their community’s character.

City staff, guided by Charles, will continue to provide information to commissioners to aid in their decision-making processes. The developer plans to attend the upcoming city commission meeting, promoting resident participation and feedback.

New Housing Initiatives Supported by State Funding

Significantly, Michigan Governor Gretchen Whitmer announced a $4 million funding allocation for the construction of 171 new apartment units in Grand Rapids. This housing project, known as “The Horizon,” is intended to alleviate statewide housing shortages and was initially approved in 2024 for development at 301 Leonard Street.

The Horizon project aims to introduce a five-story mixed-use building, featuring 171 apartments alongside retail space. The residential units will include 86 studio apartments, 91 one-bedroom apartments, and 4 two-bedroom apartments, with the added benefit of underground parking facilities. Strategically positioned between Grand Rapids’ thriving Medical Mile and the Creston Business District, this project aims to promote workforce housing.

Furthermore, the City of Grand Rapids has committed to providing approximately $2.9 million in tax abatement through a Neighborhood Enterprise Zone. Additionally, the Michigan State Housing Development Authority will assist with tax increment financing and a $2 million grant sourced from its Employer-Assisted Housing Fund. Sustainable practices will be prioritized in the project, incorporating energy-efficient designs and features.

Upcoming Developments and Economic Growth Initiatives

In addition to housing projects, several other noteworthy developments are on the horizon in Kent County. The Acrisure Amphitheater, with a budget of $184 million, is currently under construction and is set to open for the summer concert season in 2026. Meanwhile, the new Amway Stadium, designated as a soccer venue, is scheduled for construction to begin in early 2025. Furthermore, Riverfront high-rises are expected to entail an investment of around $738 million, contributing significantly to urban revitalization.

To enhance recreational opportunities and improve natural landscapes, the Grand River restoration project is underway. A substantial $700 million investment is earmarked for the expansion of the Switch Data Center, slated for completion in early 2025. The Gerald R. Ford International Airport is also receiving attention with a $135 million terminal expansion aimed to be finalized by 2027.

Overall, these developments in the Grand Rapids area indicate a collaborative effort to stimulate housing, create jobs, and spur economic growth, aiming to enhance quality of life for residents and attract new opportunities to the region.
