During the study, drones will fly at an altitude of approximately 300-400 feet over designated parking lots. They will collect data related to vehicle occupancy by capturing images of the parked vehicles. However, it is important to note that the drones will not record license plate numbers or any identifiable information beyond capturing the color of vehicles.

The data collection will occur four times daily—during morning peak, noon, afternoon peak, and early evening—to ensure a comprehensive analysis of parking utilization at different times of the day. According to officials, using drones allows for more anonymity than traditional manual counts, which often require recording personal vehicle details such as license plates.

This drone initiative is part of a larger parking analysis project, which is projected to cost approximately $180,000. Financing for the drone study will come from the city’s Parking Operating Fund.

On August 12, the use of drones was placed under the city’s surveillance equipment policy, which mandated a public hearing to discuss any community concerns. During this meeting, several residents raised issues regarding privacy, prompting city officials to assure the public that the drones would comply with existing privacy laws. They confirmed that no identifiable information would be collected, thereby alleviating some privacy concerns expressed by the community.

After the data collection period is complete, all images gathered by the drones will be securely stored on a designated server, ensuring that the data remains protected. Mobile GR is working in partnership with two consulting firms from Detroit—OHM and Quantifly—to execute this study.

Following the public hearings, there were discussions about potential future votes regarding the proposal. The findings from the study are expected to provide valuable insights into current parking issues in the downtown area, ultimately guiding future infrastructure decisions in light of anticipated developments.
