GRAND RAPIDS, Mich. — A stalled plan to put apartments on an empty school campus in Grand Rapids’ Creston neighborhood cleared a key city board Wednesday under a new developer.
The Grand Rapids Brownfield Redevelopment Authority recommended approval of an amended brownfield plan for Flats at Huff Park, a project MOXIE Real Estate + Development values at $15.6 million. The firm is asking for tax increment financing to cover close to $5.7 million in eligible costs, including tearing down the old building, readying the land and adding utilities.
The site at 2286 Ball Ave. NE holds the former Huff Elementary School, which would be torn down. Company leaders told the board the old building contains asbestos, and the land has steep grades, a floodplain and poor soil.
Plans call for 54 one-bedroom and 18 two-bedroom units in three buildings facing the park. Fifteen of the 72 apartments would be set aside for households at or below 80% of the area median income.
Wheeler Development Group drew up the original plan, which the city planning commission approved in July 2025, before that company stepped away. Moxie, a Wyoming firm, closed on the 5.3-acre site on Aug. 31, paying $850,000.
The City Commission is next in line and would schedule a public hearing. The developer hopes to start work in spring 2027 and finish in summer 2028.
